AL-MAHDI’S PAN ISLAMISM

Al-Sadiq al-Mahdi, though in reality a sectarian leader, emerged in the 1970s with peculiar formulations. He pledged to foster a pioneering and inspirational role for Islam which would deliver both spiritual salvation and material prosperity to Muslims in the modern world. This important role and Islam’s great potential was something that could be achieved through political activism because ‘it is impossible to depoliticize Islam without emptying it… Islam does not recognise a distinction between secular and sacred matters; its two cardinal principles are belief in unity of God and the institution of justice’.26

With regard to the type of ‘Islamic’ political system, al-Mahdi argued that ‘Islam does not oblige us with a specific model of the state at all times and in every place.’ There are certain principles which Islam presents to us in the world of politics:

a) General principles; shura (counsel), ʼndl (justice), al-wafa* bľl-ʼnhd (fulfilment of promises) ‘ada’ al-”amanab (honesty), ri’asat al-jamma’a (community leadership);

b) specific legislation, including hudud.
